Simultaneous Contrast Illusion.
The background is a colour gradient and progresses from dark grey to light grey. The horizontal bar appears to progress from light grey to dark grey, but is in fact just one colour.

It's hard to describe.
The angles of the lane lines give off a false perspective but imagine the tollbooth line as the highest point/closest to you, then the road falling away in the direction of the arrows, to then meet a 'fold point' where they change direction again.
