Did the geographic boundaries affect or influence the output of those great minds and bodies? I doubt they would have become clumsy or thickos simply by crossing a border somewhere.

People generally desire more control over their local affairs wherever they are.
That doesn't change if they be Scottish, Welsh, Irish, Georgian, Afghanistanis or from the Punjab.
That's just human nature and not something determined by nationality.
