I think, not sure because I'm not privy to his views, that he would consider this to be an interim measure. He was in the Zeitgeist film after all. I think that the emphasis on this is related to what he talks about a lot "savers versus speculators" and to turn the tide a little back in favour of savers. I think it's about steadily changing the mentality and perception of the average person, it's a practical short-term response to the current situation. He does discuss the money creation system circa 54:30 into the video.
I do agree that he was less idealistic in this film than in others, but I think this comes of being at Westminster. It gets harder to go around accusing people of being crooks, for example, once you're in this situation, and Galloway would probably instantly distance himself if these sort of accusations were made. This is why I would never engage with the political system at all because you either have to compromise or be ignored, or treated like a crank or maniac.
I'm sure he's aware that interest rates aren't going to be a long-term fix, I really think it's about changing people's mentality slowly. I think that was very much more of a mainstream audience than usual, and I think you have to change perceptions steadily. For example, in the film at least, he didn't mention BitCoin.
I'd love to see a world in which the useless middleman money was no longer valued and held in such esteem, but I don't think that's going to happen in my lifetime. Actually, I don't think anything good will happen in my lifetime, I think it's over for our generation, I just hope that if enough people keep chipping away, and a lot of people make a concerted effort over a long period of time to convey how insane the word is that the generations that follow us can start to put things right and build a healthier world and culture.
