A review of the murder of Belfast solicitor Pat Finucane has concluded that there was "no overarching state conspiracy".

However, Prime Minister David Cameron said the level of state collusion uncovered by the report was "shocking".

Sir Desmond de Silva's report confirmed that agents of the state were involved in the 1989 killing and that it should have been prevented.

1. a secret agreement, especially for fraudulent or treacherous purposes; conspiracy: Some of his employees were acting in collusion to rob him.

2. Law. a secret understanding between two or more persons to gain something illegally, to defraud another of his or her rights, or to appear as adversaries though in agreement: collusion of husband and wife to obtain a divorce.

Five areas of state collusion identified by de Silva review

1. There were extensive "leaks" of security force information to the UDA and other loyalist paramilitary groups.

2. There was a failure by the authorities to act on threat intelligence.

3. Employees of the State and State agents played "key roles" in the murder.

4. There was a failure to investigate and arrest key members of the West Belfast UDA over a long period of time.

5. There was a wider "relentless attempt to defeat the ends of justice" after the murder had taken place.

Sir Desmond found that "senior Army officers deliberately lied to criminal investigators" and that RUC Special Branch "were responsible for seriously obstructing the investigation".

The thing that always grinds me gears about stories like this is the amount of time involved to get anything like answers.

This gives the state a get out. It can say, "oh yes bad things happened back then", safe in the knowledge that it will be decades before the same shit they are doing now comes to light.
