Former Chilean detective seeks asylum in Ecuador after exposing CIA drug trafficking

For Truth Now | 31/01/2013

Fernandoulloa Zpsc45b8d78

Former inspector Fernando Ulloa Castle taken refuge since January 25 in the Ecuadorian embassy in Chile, this after being victim of surveillance and death threats for his serious accusations against the government of Sebastián Piñera and the High Command of the PDI.

In 2012, Ulloa Hinzpeter minister implicated in a cocaine trafficking ring from Bolivia, complaint that has been ignored by the Chilean government. According to intelligence sources revealed to journalist Patrick Mery, the smuggling chain stations would be handled by the CIA and the DEA in Chile.

Profits from drug trafficking will be used by the U.S. Agency to destabilize the government of Rafael Correa, whose administration has already received documents and videos that credited the plot in a meeting between Mery and Ecuadorian Foreign Minister Ricardo Patiño early January.

The CIA also would seek to assassinate President Correa as part of their campaign of destabilization.

Former inspector Ulloa was forced to seek asylum after being threatened with death by members of the Intelligence Brigade Special Police (BIPE). According to a publication medium Panoramas News, the PDI "appointed Provincial Governor Hernandez of the aforementioned brigade, to stop and question the inspector should he leave the embassy."

In a press release issued last Friday, the Embassy of Ecuador in Chile reported that Fernando Ulloa Castillo approached the consulate premises for protection. "In response, the Government of Ecuador will make a serious and objective assessment of the request and its foundations, and will consider all the evidence leading to a just and equitable," the statement versa.

Amid CELAC-EU Summit held in Chile, Foreign Minister Alfredo Moreno told the media that Ulloa "is not a person who is being sought or has a particular conflict."

Police complaints have been repeatedly ignored. In May 2011, the Minister Rodrigo Hinzpeter received a folder with all the history of the drug ring, the names of the drug dealers and the police involved in the protection of the cargo. To date, it has not returned Hinzpeter history or progress has been made in the investigation.

In December 2012, former inspector Ulloa sent a letter to the President of the Republic. Instead of an independent investigation, the government sent the case file to the same complaint, ie, the High Command of the Investigative Police of Chile (see answer).

The names of alleged CIA agents are operating in Chile, so far has revealed the journalist Patrick Mery, Luis Carreño are Lohn, now prefect of Arica, and former army officer José Miguel Pizarro Ovalle, who have links with Ecuadorian Armed Forces.

Being a detective (equivalent of FBI in Chile) I'm sure he knows what to do. He came out here in Chile in open TV 2 months ago, last year.
Spoke for about an hour. We'll see what happens.
This subject has not been touched upon after that. They expect people to forget, since it is summer here, everyone is on vacations
so, it's time for him to split.

In an interview with the International channel NTN24, journalist Patrick Mery Bell gave exclusive details about the drug trafficking network run by the CIA and the DEA in Chile. The professional said there are at least two deaths related to concealment of clandestine operation, which was involved in former naval officer Sáez Jesus Luna.

The denunciation of the CIA drug trafficking, which would be involved the police high command of the Chilean Armed Forces and the Ministry of Interior, does not seem to stop. After that President Rafael Correa might reflect a report in Panoramas News, which accused U.S. intelligence of running a drug operation whose funds would be used to destabilize the government of Ecuador, the eyes of the international press fastened his eyes on Chile.

Live for the television signal NTN24, director Panoramas News, Patrick Mery, provided more background on the drug trafficking network initially exposed in August 2012, when former inspector of PDI, Fernando Ulloa, reported that the minister and Hinzpeter High Command of the institution had been deaf to their findings as a detective.

In 2011, Ulloa was found that for at least three years, to Chile monthly penetrated nearly 300 kilograms of cocaine, escorted by police officers and the military. The case was virtually ignored by the Chilean press, except UCV TV signals and the Network

According to the middle of Mery, an anonymous source from the National Intelligence Agency (NIA) revealed that the traffic in question amounts to "a high-level operation directed and monitored from the stations of the CIA and the DEA of the U.S. Embassy, to finance covert operations are not controlled or monitored by the U.S. Congress. "

In the interview that follows, Mery expands its complaint and said that the United States, under the complete knowledge of the Minister Andres Allamand sends military advisers who provide instruction in torture techniques and internal war within units and intelligence Marines . "Funding is the drug trade," says the journalist, confirming the existence of a CIA plan to intervene in the upcoming elections of 2013 Ecuadorians.

The link of the Navy with U.S. intelligence would be former commander, Jesús Sáez Luna, arrested in September this year after being accused as "largest drug taficante Vina del Mar, Santiago and networks in the Bio Bio region ", reported the second after his arrest.

"In a democracy, only in recent times, people have killed to cover up these links. One is the soldier Fabian Vega, murdered in 2005 into the Army regiment and taken to the park Calama El Loa to hang" said Mery to NTN24 news. Another victim of concealment, Mery said, was the young Nestor porteño Juantok Madariaga, who would have been used by civilian police to carry large amounts of cocaine from Santiago to Valparaiso.

The journalist also shot the Interior Ministry, currently headed by Minister Rodrigo Hinzpeter. "We know the secretary is an officer Ubilla that is linked to the CIA, and is linked to the CIA by giving information," said the journalist. "Here assemblies have been made in the bomb case and in the case Pakistani".

"Here I think there is a network of international corruption to destabilize democratic governments and governments that have been elected by the people, and unfortunately the Chilean government is paying for black flag operations depending on what the CIA's mandate, as they did during the dictatorship, "he said Patricio Mery, taking submissions to ministers and Allamand Hinzpeter.

For Truth Now | 02/18/2013 - 22:41 | Rating: 0

Former inspector Fernando Ulloa, refuge in the residence of the Ambassador of Ecuador in Chile, voluntarily abandon diplomatic agencies to face justice and legal action against senior officials of the Chilean government.

The police, who accused the minister Hinzpeter and the High Command of the PDI to protect a network of drug trafficking, remained in the Ecuadorian consulate since January 25 waiting for a reply to his request for political asylum.

In an interview with Ecuador Immediate page, Ulloa thanked the hospitality of the government of Rafael Correa and said that after his departure, must resort to other measures of security against death threats and harassment by agents of the Chilean.

The Confederation of Workers (CUT), through its Department of Human Rights, will be responsible for carrying out the defense and protection of the former inspector.

Ulloa confirmed that the Chilean government sent a letter to the Foreign Ministry, informing the alleged arrest of seven people involved in the alleged drug ring for almost two years before the Minister Hinzpeter.

The letter was cataloged by former detective as "a smokescreen they are delivering the ambassador" of Ecuador, and that senior officials of the PDI mentioned in his complaint are not among those arrested. Nor has searched Hinzpeter responsibility for the offense of obstructing the investigation.

"This is very easy to stop an innocent man to cover up an act of corruption is happening in the Government of Chile," said former inspector Ecuadorian Ulloa Media.

The exact date of departure Ulloa is not yet determined, but is expected to occur in the coming hours.

New drug suitcase Ecuador arouses suspicion of plotting to smear Correa

For Truth Now | 30/03/2013 -

A new diplomatic bag containing cocaine was found last week in Ecuador, generating immediate reaction from the press. President Rafael Correa claimed to have concrete leads on the perpetrators of the incident and denounced another attempt to discredit his government.

The drug was "sprayed" in a box containing General Elroy Afaro figurines, which would be sent to Canada by the Foreign Ministry. By finding the substance, the Counternarcotics Police determined that particles totaled half a gram of cocaine hydrochloride.

Interior Minister, José Serrano, the episode quickly won the "intervention of people who seek to harm the Ecuadorian Government." President Correa himself, meanwhile, said that the fact is not a drug, and found that dust "has no market value."

The president said that people of "bad faith" embardunaron a statuette of the box to assemble "a scandal and smearing the country and the government."

This is not the first time that the government of Rafael Correa has to face a situation like this. In January 2012, a diplomatic pouch from Ecuador was found in Milan, Italy, with liquid cocaine. Great was the surprise when it was discovered that the bags in question were the hallmark of the Chilean Foreign Ministry.

In early 2013, the controversy of the "narcobag" crossed with a serious complaint filed by journalist Patrick Mery. As the director of several media Panoramas News Ecuadorian Sebastián Piñera's government cooperated with the CIA in a campaign to destabilize progressive countries in the region using drug funds.

The operation consisted of daily transportation of large tons of cocaine from Bolivia to Chile, as denounced in 2012 the former inspector of PDI, Fernando Ulloa.

Foreign Minister of Ecuador, Ricardo Patiño, did not rule on that occasion that the CIA plan the discovery of cocaine in diplomatic bags to Italy to discredit the President Correa.

After this, the Chilean Embassy in Quito was forced to reject "in the strongest terms any shred of credibility that could be attributed to the information provided by the Chilean journalist Patricio Mery the Ecuadorian Foreign Minister Ricardo Patiño, regarding involvement Chile in an alleged attempt to destabilize the government of Ecuador.
