I've been trying to find out more information about the content of this bill. This is the only news story I can find:

It's mentioned here by the Daily Mail in 2010 (unfortunately the licence fee scrapping bill doesn't seem to have got very far):

There are numerous other references to it, which all consist of the same sentence: “Mr Philip Hollobone, supported by Mr Stewart Jackson, presented a Bill to provide a system of national service for young persons; and for connected purposes.” Which is probably deliberately vague, but it will be interesting to see what it actually proposes.

Unfortunately, it’s the sort of thing I can actually see people supporting.

He has proposed the reintroduction of the death penalty and conscription and privatizing the BBC.

He is also a serving Special Constable with the British Transport Police.

Personally, I rather like the idea of August bank holiday becoming Thatch day.

It could be like an annual version of the 'daily hate'.
Think of the fun we could have....

It seems to me that the primary methodology used on the UK population is "Fabian Socialism", I don't think this would go through any time soon, I think there will be some "push back" leading to a "compromise", in the short term anyway, I think the main focus at the moment is to "open dialogue", test the waters and and refine the "public relations" in order to push this through as soon as Scientifically possible.
