Four Lancashire Constabulary officers have been sacked for organising a car-buying scam.

A high-ranking Detective Chief Inspector, a Detective Inspector, a Detective Sergeant and a Detective Constable, all from a specialist covert unit based at the Hutton headquarters, have been dismissed after being found guilty of gross misconduct.

A further officer from the same department also faced the hearing, but the case against them was not proven.

Lancashire Constabulary said the four officers, some of whom have decades of experience, had “brought discredit to the force” and failed to display vital characteristics needed by police officers.

The scam involved the unauthorised purchase of unmarked police cars for use in covert operations.

In a bid to stop the cars being identified by criminals, they are changed frequently and sold by the force to the public at heavily-reduced prices, most cars aged around six to 12 months.

The officers in this investigation had been found to have ordered particular cars with particular specifications for police work they actually wanted for themselves, knowing the cars would soon be available to buy personally at a reduced cost.

The matters were brought to the constabulary’s attention in October 2012 last year and an investigation was immediately launched. The five officers were suspended from duty in March.

A misconduct hearing came to a conclusion last week, and the officers were dismissed.

A police spokesman said: “The case was referred to the Independent Police Complaints Commission and a full and thorough investigation continued under their supervision which resulted in the officers being charged with gross misconduct, as we were clear that in our view there was a case to answer.

“The misconduct hearing panel was made up of a Chief Officer and Chief Supt from separate forces and a lay member. They have listened to the facts of the case over nine days and we welcome the decisions they have reached.

“Honesty and integrity are two of the most important characteristics of a police officer and these officers have clearly failed to display those qualities, as well as failing to act with due diligence. The impact of their actions has brought discredit to the force.

“We will ensure that any recommendations and lessons from this case are reflected on and we will work with the Office of the Police and Crime Commissioner and the

Police Federation to prevent further occurrences of this nature.

“We remain resolute in our commitment to deal with anyone in the organisation who does not keep to the high standards expected of them and which the vast majority of our staff adhere to on a daily basis.”

The officers will not face criminal charges after the Crown Prosecution Service decided not to prosecute.

A former Cleveland Police officer has been jailed for 19 years for a series of rapes and other offences.

Wayne Scott had denied rape and attempted rape offences involving one woman, but was found guilty after a trial last month.

He admitted raping another woman on seven occasions and a sex offence involving a child.

Det Supt Peter McPhillips said Scott was a "sexual deviant and a predator who manipulated his victims".

Scott, 37, formerly from Stockton, was sentenced at Newcastle Crown Court earlier.

He joined the Cleveland force in August 2002 but was arrested in August 2011 on suspicion of sexual assault and perverting the course of justice in relation to an incident while he was on duty.

He was dismissed in October 2012.

"Your offending has had an enormous impact on the wellbeing, confidence and lives of those against whom you offended, destroying their lives," he said.

Scott's offences came to light after he was dismissed when a member of the public complained about him touching her sexually while on duty.

Although he was not prosecuted for that offence, the publicity led other women to come forward.

Mr McPhillips said Scott's crimes had resulted in a "significant detrimental impact" on his victims.

"Yet he has never exhibited any remorse and he does not appear to understand the horrific nature of his crimes," he said.

Judge Goss said Scott would serve 15 years in custody and also passed a sexual offences prevention order and placed him on the sex offenders register.

A statement from one of Scott's victims was read out in court describing how she was worried about his release as he had already tried to contact her since being in prison.

Officers said allegations had been made by a further eight victims that did not make it to court and they have appealed for any other victims to come forward.

In addition to the seven rapes, Scott admitted two common assaults, one sexual assault and two counts of inciting a child to engage in sexual touching.

A statement from one of Scott's victims was read out in court describing how she was worried about his release as he had already tried to contact her since being in prison.

Corrupt Britain: Organized crime infiltrates key institutions – report

A secret report spanning many years, which was seen by The Independent, reportedly shows a shocking level of corruption in the Metropolitan Police, the judicial system, the Crown Prosecution Service, HM Revenue & Customs, and the Prison Service.

In 2003, Operation Tiberius – an undercover Scotland Yard probe - found that organized crime gangs had compromised virtually all of the UK’s criminal justice system, The Independent reveals.

Tiberius, which was compiled from a number of covert intelligence sources including police informants, telephone intercepts, information from MI5 and MI6, as well as thousands of historical files, came to the appalling conclusion: “Quite how much more damage could be done is difficult to imagine.”

Tiberius, which according to the British daily, was ratified by the most senior management in London’s Metropolitan Police, found jurors being bought off, corrupt individuals working for Revenue and Customs and “get out of jail free cards” being bought for £50,000. The probe found infiltrated murder investigations and sensitive intelligence leaked to the criminals.

The report said that the Met suffered “endemic police corruption” and that organized crime syndicates were able to infiltrate New Scotland Yard “at will”.

One article in Tiberius concluded about the state of the Metropolitan Police: “Witnesses terrified into silence, dodgy jurors, bent lawyers, bent policemen and bent CPS clerks – all are part of the same cancer eating away at justice. A cure for the malady will not be easy to come by. Perhaps we should begin by acknowledging that the patient is sick.”

Some relationships between Met officers and the criminal underworld were reportedly so close that in one case Met detectives were identified as co-owning properties and racehorses with a man widely suspected of being one of Britain’s most hardened gangsters.

The probe also concluded that it became almost impossible for police and prosecutors to successfully pursue the organized gangs.

The Met is flagged up by Tiberius as being unable to successfully tackle the corruption of police officers by organized criminals. It said that the approach was to wait for the intelligence on corruption of individual officers to surface and react to it, rather than introduce a system to try and prevent corruption in the first place.

Scotland Yard said in a statement in response to the publications in the Independent about Tiberius: “[We] will not tolerate any behavior by our officers and staff which could damage the trust placed in police by the public. We are determined to pursue corruption in all its forms and with all possible vigor.”

But a former senior officer, who recently retired from the Met, told the Independent, “Nothing has changed. The Met is still every bit as corrupt as it was back then.”

Two cops were found not guilty Monday in the horrific beating death of a homeless man despite a city surveillance video showing they choked, tased, punched, kicked and smothered the man for nearly nine minutes, only pausing when he stopped pleading for help.

Former Fullerton police officers Manny Ramos and Jay Cicinelli are now free to return to a career of law enforcement if they so desire, comfortable in the fact that they can pretty much kill anybody and get away with it as long as they claim they were doing it for their own safety.

In this case, they claimed that 160-pound Kelly Thomas was just way too overpowering for them, even though they outweighed him by at least 60 pounds, forcing the first two officers to have to call for back-up, resulting in four additional cops joining the beating.

But the video shows he never threw one punch.

According to KTLA:

Former Officer Manuel Ramos and ex-Corporal Jay Cicinelli were accused of causing the death of Thomas in a violent struggle in the Orange County college town, prompting angry protests and closely watched criminal proceedings.

A coroner’s report stated Thomas died of asphyxia due to chest compression and injuries to his head and chest during the struggle on July 5, 2011, at the Fullerton Transportation Center.

The prosecution had argued that officers’ beating of Thomas was unwarranted and that Thomas was not a threat to police.

Defense attorneys responded that Thomas struggled back against officers – who called for backup after striking him repeatedly – and that he succumbed to heart problems due in part to drug use.

It was a disgusting video but an even more disgusting verdict. Here is an excerpt from an article I wrote last year about the incident, describing the video.

“Now you see my fists?” Fullerton police officer Manny Ramos asked Thomas while slipping on a pair of latex gloves.

“Yeah, what about them?” Thomas responded.

“They are getting ready to fuck you up,” said Ramos, a burly cop who appears to outweigh Thomas by 100 pounds.

“Well, start punching,” Thomas responds, never once displaying any physical aggression towards Ramos.

Moments later, as Thomas is standing while Ramos is ordering him to get on his “fucking knees,” Fullerton cop Joseph Wolfe, who is not charged in the case, walks up and starts beating his legs with a baton.

Then Ramos gets into the act and Thomas takes off running, moving out of the frame of the camera.

The camera, operated by a dispatcher at the station, then moves toward the beating, showing Ramos and Fullerton cop Jay Cicinelli on top of Thomas as Thomas repeatedly apologizes and telling them he is unable to breathe.

The cops keep telling him to put his hands behind his back and lay on his stomach, but they are both laying on top of him, making it impossible to even breathe, much less move.

As the video continues, one of the cops can be seen kneeing him.

“Please, I can’t breathe,” Thomas pleads as the officers keep telling him to put his hands behind his “fucking back.”

The cops keep telling him to “relax” to which he responds, “I can’t, dude.”

More cops eventually arrive and a little more than four minutes into the video, they start tasing him.

And a little after five minutes into the video, as three cops are piled on top of him, beating him, tasing him, one cop looks up at another cop who just arrived on the scene and says, “help us.”

At one point he yells out, “Dad, they are killing me.”

Even after seven minutes into the video, when six cops are on top of him and all Thomas is doing is crying for his father, they keep telling him to “relax.”

Cops Beat a Deaf Man for Seven Minutes Because He didn’t Respond to Their Yelling
Pearl Pearson is a 64 year-old diabetic deaf driver who resides in the Oklahoma City area. On the evening of January 3rd, Pearl crossed paths with the wrong cops.

The following is the story according to Pearl Pearson and family of what happened that night:
What’s the story?
At this time, only limited details can be provided since this case is under investigation.

1. The Oklahoma Highway Patrol pulled Pearl over late in the evening on January 3, 2014. Pearl pulled over as he should.

2. Pearl’s driver’s license indicates he is Deaf. He also has a placard in his driver’s door that says, “Driver is deaf”.

3. Pearl pulled over and rolled down his window, expecting an officer to ask for this identification. An officer struck him in the face before Pearl had the chance to do anything. As you can see, he was struck multiple times.

4. An interpreter was never provided while Pearl was under the care of law enforcement. Not during the booking, hospital, or time at the jail was an interpreter provided, even through Pearl requested one.

5. Pearl was left wondering “why” the the entire time. He has no clue why he was beat. Pearl and his family are still not sure, but are ready for some answers.

6. Pearl’s own son is a police officer, as was his son-in-law, who is now a deputy sheriff. He respects law enforcement and knows how to respond when pulled over. There is no reason for someone like Pearl to be hurt like this by those who are meant to protect and serve.

Yelling at a deaf man to put up his hands will not do much, except aggravate an already aggressive police officer. This is a tragic scenario of ignorance and needless escalation of violence.

Eric Foster and Kelton Hayes were the two OHP officers that were involved in what an affidavit claims was a 7 minutes altercation.

Where is the dash cam footage from the units of Eric Foster and Kelton Hayes? Wouldn’t this clear up any inconsistencies in this story?

The two officers have been suspended with pay while the investigation into this incident continues.

ALBUQUERQUE, N.M. (AP) — A city and county in southern New Mexico have settled a lawsuit filed by a man taken to two hospitals and subjected to anal probes over suspicion of hiding drugs, the man's lawyer said Monday.

According to attorneys for David Eckert, Hidalgo County and the city of Deming recently settled their portion of a lawsuit for a total of $1.6 million.

The lawsuit, filed against police and sheriff's officials in Deming and Hidalgo County, which borders Mexico, alleges Deming police sought a search warrant for Eckert because they thought he appeared to be clenching his buttocks when he got out of his car in January 2013.

Hidalgo County sheriff's deputies told the Deming police officers Eckert was known in the area for carrying drugs inside his body, the lawsuit said. Police also brought in a drug-sniffing dog, which detected something in the driver's seat.

The lawsuit alleged a host of violations of Eckert's rights, including his being denied the right to make a phone call from the police station, the fact that the search warrant that was filed to search his body was valid only in Luna County but he was taken to a different county after a doctor at the local hospital refused to do the searches, citing ethical violations.

Despite the body searches, no drugs were found.

"It was medically unethical and unconstitutional," Shannon Kennedy, Eckert's attorney, told The Associated Press. "He feels relieved that this part is over and believes this litigation might make sure this doesn't happen to anyone else."

In a statement, Eckert said he felt vindicated by the settlement. "I feel that I got some justice as I think the settlement shows they were wrong to do what they did to me," Eckert said. "I truly hope that no one will be treated like this ever again. I felt very helpless and alone on that night."

Hidalgo County and Deming officials both declined to comment about the settlement.

A lawsuit against doctors and the hospital in the case is still ongoing.
