I'm sure I read somewhere that crows are very social and work together in groups and if one of them is overstepping the mark, then the 'council of crows' get together and discuss it among themselves before deciding if the crow in question should be exiled from the group.

This could however just be pure nonsense on my part and I've gotten the memory totally wrong :D
