Latest ECB Haircut Offer: Cyprus Depositors -0%, Russian Oligarchs -15.6%

Reuters headlines are reporting that the Eurozone finance bureaucrats were looking at the same chart we were this afternoon, and are ready to back down regarding the Cypriot depositor haircut- at least as it pertains to ordinary Cypriots with deposits under €100,000 and make sure they remain whole. Astoundingly, the ECB continues to demand that the entire €5.8 billion deposit wealth confiscation level must still be achieved.

As to those unfortunate to have saved more than €100,000 in a Cypriot banking institution (i.e. all Russian oligarchs), the ECB proposes now a 15.6% wealth confiscation!

We will see whether the offer to keep ordinary Cypriot citizens whole while increasing the punishment to those with over €100,000 can induce 9 more bankster votes by 4pm tomorrow when the Cypriot Parliament is scheduled to vote on the bail-in (unless of course 29 votes are still not in the bag, in which case the Cypriot banking system will remain closed indefinitely).

I believe they need 28 votes for this heist to go through. A couple of places I have read seems that they have the 28 in the corridors, so looks like it will. :(
Lose 10%'ish or lose it all.....which would you do? What their not telling the Cypriots is that there is nothing in the agreement which says this is a 'one off' robbery. They can come back and do it again. So my view at the moment is, as we are outsiders looking in on this and can see the bigger picture is this...yes this will go through. The Cypriots will say phew.....until next time.

A number of members of Cyprus's parliament have told CNBC that the legislation to tax bank deposits is unlikely to pass, a move that could potentially put the country into default.

Parliament is due to convene at 4 p.m. London time on Tuesday and despite the ruling party saying they will approve the proposal, several parties have said they will reject the levy. No single party has a majority in the 56-member chamber to push through the vote.

"At this point in time, we are saying [to international lenders] that if you think that by doing this you are fixing things, by actually destroying our economy and one of the biggest and strongest financial sectors we had on this island, then we have to say 'no'," Efi Xanthou, international relations secretary of the Cyprus Green Party told CNBC.

"We do not want to have this island in the throttle of these organizations for the next ten to fifteen years," Xanthou, who also sits on the parliamentary finance committee, said in the Cypriot capital of Nicosia on Tuesday.

Cypriot President Nicos Anastasiades briefed German Chancellor Angela Merkel and EU economics affairs commissioner Olli Rehn on Monday evening, reportedly stating that he was ready to stand by what was agreed at a euro zone finance ministers' meeting last week but insisting that EU partners offer some additional help," spokesman Christos Stylianides told state radio on Tuesday.

Meanwhile, the Cyprus Stock Exchange suspended trading on Tuesday and Wednesday, while banks remain closed and Fitch Ratings put a number of Cyprus banks on negative ratings watch.

Efi Xanthou said that whatever decision was made, as soon as the banks opened, there would be a "stampede" of investors rushing to withdraw their money. "No depositor, no matter how big or small their accounts, will feel safe," Xanthou added.

The Cyprus government spokesman said the President was also likely to talk to Russian President Vladimir Putin during the day. A decision to tax bank deposits has far-reaching consequences not just for locals but for thousands of Europeans and Russians with business interests on the island.

Athina Kyriakidou, a member of the parliament and a coalition partner to the ruling Democratic Rally party, told CNBC that she would be proposing an amendment to the levy in an effort to avert Europe's effort to "destroy Cyprus financially."

"If you're a small depositor in Cyprus you'll tell yourself that it would have been better to keep your money under the carpet than in a bank," said a French bank executive who declined to be named.

No matter what the banks will be emptied.
I think they're deffo gonna default, now how this is going to affect the rest of us is anyones guess but it surely has to set off a major shitstorm.

It wouldn't surprise me if they find a way of forcing it through the parliament. God knows what would happen then. Or maybe I'm too used to the British political system. I've got to go out for a bit now, so I will ask people I bump into if they've even heard about what's going on.

I can see them pushing it out to the very last second, even then the EU may give some extra grace time somehow.

If they default all those bank account holders will lose ALL their money, but then again some people who were not intended to get pain will get hit hard and their cronies elsewhere will start to shit themselves. I can just envisage shady guys making the phone calls threatening them.

I'm unsure how much cyprus actually needs btw, is it 13bn in total?
With 50bn in russian deposits it amounts to pretty much the same thing as the haircut to loan them the money cos they won't get it back.

AFAIK it's 10 billion euros, US$13 billion. It's very hard to say what will happen, it's really almost a direct battle between Germany and Russia. It could go either way, but I just feel that everything will be done to outline to the MPs that Cyprus' future is in the Eurozone, and if they hammer some of the bigger, non-business savers that the consequences for them won't be too great with the Cypriot public. You're going to have to hurt Russian or German interests, so maybe it makes sense to stay relatively friendly with the people closer to you? Effectively they can keep the really big boys happy, keep the man and woman on the street relatively placated, and raise the money the Eurozone is demanding. Obviously it will piss Russia off, so anything could happen after that. I think they'll keep pushing the vote back until they get the result that they want, and do everything they can to bribe, blackmail and coerce the MPs to support the bailout in the meantime.

But I could be very wrong! This is only going to be a small stay of execution anyway because there is now no bank in Europe that can guarantee that they won't freeze your bank account (with the possible exception of German and Swiss banks). They can say that they won't, but this is precisely what the Cypriots were told 24 hours before it happened.

Thanks for posting that. These people are so easily manipulated. I've met numerous MPs and several ministers and if they had a brain cell and grain of moral conscience or real social understanding to share between them then they'd be better off than they are now.
